All relevant import and export companies:
In view of the characteristics of Yunnan’s export of flowers, such as multiple batches, small batches, tight time requirements, and inconsistent scale and starting points among various production enterprises, in order to standardize inspection and quarantine management, accelerate inspection and release speed, improve work efficiency, and expand the market share of Yunnan flowers, the Yunnan Entry Exit Inspection and Quarantine Bureau has implemented quarantine classification supervision and management on export fresh cut flowers and their productivity daily labor enterprises in accordance with the needs of building green channels at ports and relevant laws and regulations. The relevant requirements are hereby notified as follows.
1、 The inspection and quarantine agency evaluates and assesses the export fresh cut flower enterprises, dividing them into three categories: Class I, Class II, and Class III (relevant conditions and standards can be found in the attachment)
2、 On a voluntary basis, the enterprise submits a written application to Yunnan Inspection and Quarantine Bureau for implementing classified management and submits two copies of the following documents:
（1） Application Form for Quarantine Classification Management Assessment of Export Fresh Cut Flower Planting and Production Enterprises (Attachment 2);
（2） Copy of Business License for Industry and Commerce;
（3） Plan of Flower Planting Base;
（4） Production and processing technology and flow chart;
（5） Disease and pest prevention measures and quality management documents.
3、 The Yunnan Inspection and Quarantine Bureau shall complete the preliminary review of the materials within 10 working days from the date of receiving the application. If the application materials submitted by the enterprise are incomplete, they should be completed within the prescribed time limit. If they fail to be completed within the prescribed time limit, the application shall be deemed withdrawn.
4、 After passing the initial review, the Yunnan Inspection and Quarantine Bureau shall complete the assessment of the applicant enterprise within 10 working days. According to the assessment results, the Yunnan Inspection and Quarantine Bureau will determine the classification category of enterprises and publish it in a timely manner.
5、 If one of the following situations occurs, the enterprise should reapply
Applying for upgrading the classification category of enterprises;
Change of enterprise name, legal representative or production base;
Significant changes have occurred in the production and processing technology.
6、 Quarantine basis for fresh cut flowers leaving the country
（1） Bilateral quarantine agreements (including agreements, memorandums, etc.) signed between China and importing countries or regions
The quarantine regulations for fresh cut flowers in the importing country or region;
China’s quarantine regulations on fresh cut flowers for export;
Quarantine requirements specified in trade contracts, letters of credit, etc.
7、 When enterprises or agents handle the procedures for inspection and quarantine of fresh cut flowers for export, they should provide relevant documents in accordance with the inspection and quarantine regulations. When applying for inspection, Class I and Class II enterprises shall also provide the “Record Form for Inspection of Outbound Fresh Cut Flowers (hereinafter referred to as the Inspection Record Form)” (Attachment 3).
8、 According to the classification category of flower enterprises and the risk level of fresh cut flowers, inspection and quarantine institutions shall conduct quarantine spot checks and management on exported fresh cut flowers according to the following principles:
（1） Products of Class I enterprises, with a sampling ratio of no more than 30%;
（2） Products of Class II enterprises, with a sampling ratio of 60-80%;
（3） Three types of enterprise products, with a sampling rate of 100%.
For flowers that have not been inspected by Class I and Class II enterprises, the enterprise’s inspection personnel shall fill out the inspection record form. After passing the pre inspection and being signed by the company’s responsible person, the inspection and quarantine personnel shall exchange the relevant documents for the export season and destination (region) difference vouchers based on daily supervision and management. For flowers that are found to be harmful organisms during quarantine or require a fumigation/disinfection certificate in the other country, the company must undergo fumigation treatment in the designated place by the inspection and quarantine institution. Only after passing the re inspection can they be exported.
9、 The inspection and quarantine agency shall determine the sampling ratio for fresh cut flowers to be exported within the prescribed scope based on the daily supervision and management of the enterprise, the differences in export seasons and the countries (regions) being transported to, and whether a Plant Quarantine Certificate or a Fumigation/Disinfection Certificate has been issued.
10、 The inspection and quarantine institutions shall supervise and manage the entire process of planting, production, packaging, and other places of fresh cut flowers for export, and fill out corresponding supervision records for future reference. The content mainly includes:
（1） Check the operation of the enterprise’s quality system;
（2） Check whether the planting, production, packaging and other conditions of the enterprise meet the requirements of quarantine and epidemic prevention;
（3） Check the inspection records and the supervision of the inspectors on the implementation of various quarantine measures;
（4） The rectification of diseases, pests, and quality issues by the enterprise.
11、 Inspection and quarantine institutions implement dynamic management of enterprise classification. If one of the following situations occurs, the enterprise will be downgraded:
（1） Inadequate epidemic prevention measures in planting, production, packaging and other processes;
（2） The co inspector did not carry out inspections and supervision as required;
（3） The inspection and quarantine agency has implemented quarantine on fresh cut flowers for export, and they have failed the quarantine twice in a row.
Enterprises that have been downgraded shall be required to rectify within a specified period of time. If they pass the rectification, they can be restored to their original category. Enterprises that fail to fill out the inspection record form or forge, alter, sell, or embezzle the inspection record form will be directly downgraded to Class III enterprises.
12、 Inspection and quarantine institutions provide training to enterprise inspectors, and only those who pass the assessment can be allowed to work. The inspector shall truthfully fill out the inspection record form and be responsible for the inspection results.

Attachment 1: Classification Standards and Conditions for Flower Enterprises
1、 The conditions that a type of enterprise should possess:
- There is a fixed flower production base, with a single variety area of no less than 50 acres, and an annual export batch of no less than 50 batches;
- The storage areas for raw materials, production and processing, and finished products should be dedicated or isolated from each other, and the environment should be kept clean and hygienic. There should be obvious isolation facilities between the flower production base and the field: comply with
Relevant provisions on inspection and quarantine laws and regulations;
- Obtain the plant inspection and quarantine filing certificate issued by the inspection and quarantine institution: establish a laboratory for disease and pest prevention and testing, and fumigation and pest control facilities;
Comply with inspection and quarantine laws and regulations;
Establish a sound quality management system, including epidemic prevention measures and a system of co inspectors in production, processing, storage, and other processes, and pass the 1809000 international quality certification;
There are 2-3 plant protection officers or co inspectors who have obtained training from the inspection and quarantine authorities and are responsible for the implementation of disease and pest prevention measures in various stages of flower planting, seedling cultivation, production, harvesting, production and processing, refrigeration, inspection, packaging, fumigation, storage, transportation, etc., as well as product co inspection work;
The qualified rate of export flower inspection and quarantine reaches over 98%.
2、 The conditions that Class II enterprises should meet:
- There is a fixed flower production base, with an annual export batch of no less than 30 batches;
The storage areas for raw materials, production and processing, and finished products should be isolated from each other, and the environment should be kept clean and hygienic;
Obtain the plant inspection and quarantine filing certificate issued by the inspection and quarantine institution;
(4) Comply with relevant provisions such as inspection and quarantine laws and regulations;
Establish a relatively complete quality management system, including epidemic prevention measures in production, processing, storage, and other links, as well as a system of co inspectors;
There are 2-3 qualified plant protection personnel or pre inspectors who have obtained training from the inspection and quarantine authorities, responsible for the implementation of disease and pest prevention measures in various stages of flower planting, seedling cultivation, production, harvesting, production and processing, refrigeration, inspection, packaging, fumigation, storage, transportation, and the factory inspection of products;
The qualified rate of exported flowers through inspection and quarantine is over 90%.
