Broadly speaking, fresh cut flowers refer to plant materials cut from the plant body for ornamental or decorative purposes, including fresh cut flowers, fresh cut leaves, and fresh cut branches. Narrowly defined, fresh cut flowers only refer to flowers that are cut from plants for ornamental and decorative purposes and have a certain length of stem.

Qualifications required for production and operation enterprises
The customs implements a registration system for enterprises engaged in the production and operation of exported seedlings and flowers, and the approval basis is the Implementation Regulations of the Animal and Plant Quarantine Law of the People’s Republic of China on Entry and Exit.
Filing conditions for planting bases

Meet the phytosanitary and epidemic prevention requirements of China and the importing countries or regions;
There have been no major plant epidemics or major quality and safety accidents in the past two years;
Establish a sound quality management system. The quality management system documents include relevant information such as organizational structure, personnel training, monitoring and control of harmful organisms, management of the use of agricultural chemicals, good agricultural operating standards, traceability systems, etc;
Establish planting records, and record in detail the daily management situation of the source and flow of seedlings and flowers, planting and harvesting time, pest monitoring and control measures, etc;
Full time or part-time plant protection professionals should be equipped to be responsible for monitoring, reporting, prevention and control of harmful organisms in the base;
Comply with other relevant regulations.

Requirements for processing and packaging factories and storage warehouses

The factory area is clean and hygienic, with a raw material yard and finished product warehouse that meet the storage requirements for seedlings and flowers;
The functional areas for storage, processing, processing, and storage are relatively independent, reasonably arranged, and isolated from the living area with appropriate distance;
Have cleaning, processing, pest and disease prevention facilities that meet quarantine requirements, as well as necessary pest control and treatment facilities;

Equip full-time or part-time plant protection professionals to be responsible for the implementation of epidemic prevention measures, quality and safety control, and finished product self inspection in the acceptance, processing, packaging, and storage of raw material seedlings and flowers;
There is a planting base that is suitable for its processing capacity and provides a source of seedlings and flowers, or a fixed supply relationship with a registered planting base;
Comply with other relevant regulations.

Export quarantine and customs declaration requirements for fresh cut flowers
According to the Law of the People’s Republic of China on the Entry and Exit Animal and Plant Quarantine and the quarantine protocols between the Chinese government and relevant countries, exported flowers must be declared for quarantine to the customs.
Customs on-site quarantine process

Check the packaging, bedding materials, and containers for any adhering soil, pests, and weed seeds;
Verify the number and variety of plants;
Plant inspection;
Bring flower, leaf, and insect samples found to be suspicious of disease or abnormal appearance during inspection back to the laboratory for quarantine identification;
Sampling quarantine. According to the requirements, extract samples and send them to the laboratory for laboratory quarantine. The laboratory conducts quarantine and identification of quarantine objects such as flowers, leaves, and insects with suspicious symptoms or abnormal appearances discovered during on-site quarantine.
Quarantine result evaluation and quarantine treatment
The evaluation and handling of quarantine results can be divided into the following situations:
Those who pass the inspection and quarantine or pass the re inspection after processing shall be issued a Plant Quarantine Certificate and allowed to leave the country.
For those who require a fumigation certificate, a fumigation/disinfection certificate shall be issued after passing the fumigation treatment.
Those who do not meet the requirements of plant quarantine in the importing country and region, safety and health project testing standards, bilateral plant quarantine agreements, agreements, memoranda and protocols between the government and government regulatory departments, as well as relevant inspection and quarantine requirements in trade contracts or letters of credit, and have been effectively processed and re inspected and quarantined, are allowed to leave the country and issue a Plant Quarantine Certificate; If there is no effective method to handle it, a Notice of Unqualified Outbound Goods shall be issued, and it shall not be allowed to leave the country.
If the symptoms of the disease are severe and do not meet the requirements, it must be reprocessed, such as removing diseased or rotten branches, leaves, flowers, etc. If necessary, exchange the goods and reapply.
